Dubai Introduces New Rules on the Use of Cameras for Violations and Enforcement

The use of cameras to document violations and judicial enforcement procedures will be regulated by a new resolution issued by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum.

Executive Council Resolution No. (13) of 2026 sets out rules for the use of cameras when documenting violations and executing judicial judgments, decisions and orders. The resolution aims to enhance transparency, protect individual rights and ensure compliance with applicable laws.

Rules for recording and data security

The resolution outlines where recordings can take place and how recorded material must be handled. Recordings must be stored electronically through secure, encrypted systems and protected from unauthorised access or tampering.

Recording is not permitted in highly private locations such as homes, places of worship and changing rooms. Individuals must also be informed when the recording is taking place.

Government entities are required to comply with the Dubai Electronic Security Centre’s policies on information security, business continuity and the handling of recordings.

Responsibilities of enforcement officers

Under the resolution, enforcement officers may use cameras only for official purposes and in accordance with approved procedures. Recordings may only be shared with authorised individuals or the relevant government entity.

The resolution also prohibits copying, storing or transferring recordings on personal devices or unauthorised systems.

In addition, government entities must provide officers with training before granting them judicial enforcement powers. The training will cover documentation procedures, secure handling of recordings and privacy requirements.

The resolution also applies to private companies contracted by government entities to carry out statutory functions and came into effect upon its publication in the Official Gazette.
