Dubai’s Roads and Transport Authority (RTA) and the Dubai Police have jointly launched a personal mobility monitoring unit to oversee and regulate the use of bicycles and electric scooters (e-scooters).
Starting from Friday, 1st May, the monitoring unit will be introduced across all bicycle paths, main streets and flexible mobility zones in the city. This project is in line with the authorities’ commitment to ensure compliance with traffic rules and road safety by users of these flexible mobility vehicles.
Dubai Police’s Unit for Bicycles and E-Scooters
The new unit will monitor unsafe behaviours and address any violations by users of bicycles and electric scooters. These include not adhering to designated paths, not wearing helmets and protective gear or clothing, not observing specified speed limits, driving recklessly and carrying more than one person on a scooter.

Violations will be issued accordingly, and the offending vehicles will be impounded in coordination with the Emirates Auction Company.
Soft Mobility Parking Facilities
On 26th April, the Dubai Media Office also announced that the RTA has launched the soft mobility parking facilities project, featuring modern designs. These include protection from sunlight, scooter-charging amenities, smart systems to monitor usage, a developed database for bicycle users, and technical integration with the Nol Card system.
The parking facilities are strategically located at public transport stations, shopping centres and schools, as well as in residential communities and other public spaces.

The RTA has urged users of soft mobility to familiarise themselves with the rules and regulations for road safety, dedicated tracks, riders’ obligations, and the list of violations available on the RTA’s website.
