Dubai has introduced a new law that expands the role of the Community Development Authority (CDA), giving it greater responsibility for everything from social services and volunteer programmes to family wellbeing and support for vulnerable groups.
His Highness Sheikh Mohammed bin Rashid Al Maktoum issued Law No. 12 of 2026, which updates the legal framework governing the authority and outlines how it will help shape community development across the emirate.
While the CDA itself is not new, the law gives it a much broader role than before.
One of the biggest changes is the creation of a Social Observatory, which will monitor social trends and identify challenges facing the community. The goal is to help Dubai spot potential issues earlier and develop solutions before they become larger problems.
The law also establishes a Community Development Fund to support social initiatives and programmes aimed at improving quality of life across the emirate.
Beyond that, the CDA will continue to oversee and regulate social organisations and professionals operating in Dubai, while playing a larger role in developing policies for social welfare and community support.

The legislation places a strong focus on family stability, social cohesion, volunteer work, and support for groups that may need additional assistance, including children, senior citizens, People of Determination, and low-income families.
Another key element is the introduction of a unified system for managing social and humanitarian cases. The system is intended to improve coordination between government entities and make it easier for people to access support services when they need them.
Most people probably will not notice any immediate changes from the new law. You are not suddenly going to see new services appearing overnight.
What it does do is give the CDA a larger role in shaping how social services, volunteer programmes, and community support systems develop in the future.
The law also supports the wider goals of Dubai Social Agenda 33, which focuses on quality of life, stronger families, and creating a more connected community across the emirate.
In practical terms, it is about making sure Dubai’s social support systems continue to grow alongside the city’s population. As Dubai expands, the government is exploring ways to better coordinate services, identify challenges earlier, and ensure that support reaches those who need it.
