Dubai Civility Guidebook and Celebration Guidelines Announced

Dubai is preparing to roll out the Dubai Civility Guidebook as part of a wider effort to make everyday life in the city even more pleasant, respectful, and welcoming. The announcement came during the fifth meeting of the Dubai Civility Committee, which also shared plans for new guidelines on how people celebrate different occasions in public.

The idea is simple: help make Dubai a city where residents and visitors can enjoy public spaces with a shared sense of respect and care. Rather than focusing only on rules and formal behaviour, the initiative is about creating a better everyday experience for everyone.

Officials say the new measures are meant to support the city’s lifestyle, strengthen community values, and make public spaces feel more comfortable and enjoyable.

What Is the Dubai Civility Guidebook?

The Dubai Civility Guidebook will act as a simple reference for how people should behave in public spaces across the emirate. Full details have not yet been released, but the guidebook is expected to offer clear guidance on respectful behaviour and positive social interaction.

Dubai will also introduce Guidelines for Celebrating Different Occasions. These are meant to help make public celebrations and community events enjoyable while still keeping them thoughtful and in line with the city’s values.

Together, these initiatives are designed to make daily life in Dubai smoother and more harmonious. They aim to create a city where people feel welcome, whether they are living here, working here, or just visiting for a short stay.

Committee Highlights Vision for a More Civilised City

The meeting was chaired by Mohammad Abdullah Al Gergawi, Chairman of The Executive Office and Chairman of the Dubai Civility Committee. It brought together senior officials from across Dubai’s key government sectors.

Those present included Mattar Al Tayer of Dubai’s Roads and Transport Authority, Omar Sultan Al Olama from the Dubai Crown Prince’s Office, Abdulla Mohammed Al Basti of The Executive Council of Dubai, Lieutenant General Abdullah Khalifa Al Marri of Dubai Police, Helal Saeed Almarri of Dubai’s Department of Economy and Tourism, Marwan Ahmed bin Ghalita of Dubai Municipality, and Saeed Al Nazari, Secretary General of the Committee.

The committee said civility is about more than just good manners. It is being seen as part of the city’s wider lifestyle and identity, helping improve quality of life and making Dubai a more enjoyable place for everyone.
