The United Arab Emirates (UAE) scores the highest when it comes to use of Virtual Private Networks (VPN) across the world.
According to data from the Cybernews VPN Adoption report, Gulf countries have a high rate of VPN adoption, with the UAE leading the list at a rate of 85.5 percent as of 2025, closely followed by Qatar and Oman.
Given the high VPN use in the country, it is integral for residents to be aware of certain rules and regulations surrounding the use of this technology, as there are strict fines on misuse of VPN in the UAE.
Why is Use of VPN in the UAE So High?
The UAE has been home to a large number of foreign nationals for years now, many of whom need VPN technology for international digital communications.
Downloads of VPN apps are staggeringly high in the UAE, and have steadily risen in the past years, particularly during and after the Covid-19 pandemic. Downloads increased from 4.87 million in 2021 to 6.54 million in 2022. 2024 saw 9.20 million downloads, whilst the latest statistic is reported as 9.6 million for 2025.

What You Should Know About VPN Use in the UAE
While the use of VPN in the UAE is very high, there are certain regulations around the technology, going against which can penalise users with fines or even imprisonment.
According to the Federal Decree-Law No. (34) of 2021 On Countering Rumors and Cybercrimes, it is considered a serious offence to use any information technology, including VPN to commit any crimes and to conceal their evidence or traces, or prevent their technological use being detected, can face punishments such as imprisonment and a fine of not less than AED 200,000 to 1,000,000 (one million).
Similarly, circumventing the protocol address of an information network by any means for illegal purposes or to prevent any sort of detection is punishable by temporary imprisonment and a fine of AED 500,000 to 2,000,000 (two million), or by either of these two sanctions.
As VPNs facilitate anonymous browsing and internet use, it is crucial for VPN users in the UAE to remain wary of how they use their technology, especially amid geopolitical uncertainties, when international communications via VPNs are at an all-time high.
