Parkin parking enforcement Dubai is being expanded across three of the city’s busiest shopping destinations, with new measures aimed at improving the use of designated parking spaces and supporting smoother traffic flow.
The updates will apply at The Dubai Mall, Dubai Hills Mall and Dubai Marina Mall, in coordination with Emaar Properties.
Better use of designated parking spaces
A key focus of the initiative is the proper use of parking bays reserved for People of Determination. Parkin said the aim is to ensure these spaces remain available only to those with valid permits, especially during peak visiting hours when demand is highest.

The company also noted that the move is part of wider efforts to improve overall parking flow and reduce instances of incorrect parking in busy retail destinations.
ANPR system to support monitoring
To support enforcement, Parkin will integrate its Automatic Number Plate Recognition (ANPR) technology into existing systems at the three malls.
When a vehicle enters a designated People of Determination parking space, the system automatically scans the license plate and cross-checks it against valid permit records. This process is designed to allow for quick identification of unauthorised use.
If no valid permit is detected, the case will be flagged to a Parkin inspector at the company’s command centre. After review, a penalty notice may be issued where necessary.
Short grace period introduced
To avoid penalising genuine mistakes, a short grace period will be applied when the system is activated. This will give drivers time to move their vehicles if they have parked in a restricted space unintentionally.
Alongside its camera-based monitoring, Parkin will also conduct on-site inspections across all three locations to support compliance and ensure coverage beyond automated checks.

The initiative reflects a broader push to improve parking management across major destinations in Dubai through a mix of technology and physical oversight.
For visitors, the changes are expected to clarify parking rules and help ensure designated spaces are used as intended, particularly in high-traffic shopping areas.
