Dubai transport discounts and exemptions are being rolled out under the new “Family First” programme, launched through a partnership between the Ministry of Family and the Roads and Transport Authority (RTA).
The initiative focuses on reducing everyday transport costs while improving accessibility for key groups, including senior Emiratis, students, and people of determination.
Free parking and fare discounts for senior Emiratis
One of the most immediate changes is the introduction of free public parking for senior Emiratis. This removes regular expenses and makes daily travel more convenient, especially for those who rely on private vehicles.

Alongside this, discounted public transport fares are being offered to senior Emiratis and students.
The goal is to make public transport a more affordable and practical option for daily commuting, while also encouraging wider use of Dubai’s metro, bus, and tram networks.
Expanded exemptions for People of Determination
A major part of the programme focuses on People of Determination, with multiple exemptions designed to reduce financial pressure.
Under the new measures, they will receive full exemptions from Salik toll fees, public parking charges, public transport fares, and vehicle registration and renewal fees. These combined benefits significantly lower the overall cost of mobility, whether using private or public transport.
In addition, there is a 50% reduction in taxi fares, making on-demand travel more accessible. The same 50% discount also applies to driver licensing fees, supporting those who choose to drive independently.
A targeted approach to cost-of-living support
Rather than broad, across-the-board changes, the programme takes a targeted approach by focusing on groups that may need more support with daily expenses.
Transport remains one of the most consistent costs for residents in Dubai. By addressing key areas such as parking, tolls, and public transport fares, these exemptions are expected to make a noticeable difference over time.
