KHDA home-based learning is being introduced in Dubai, with the Knowledge and Human Development Authority (KHDA) launching new options for children aged up to six.
The framework, called Child Learning in Home Locations (CLHL), is meant to support early education when distance learning is officially required.
What are CLHL Hubs and CLHL Educators?
The model includes two formats that bring structured learning into home settings.
CLHL Hubs
These are small group setups hosted in approved homes, with up to eight children per hub. They operate under the supervision of a licensed early childhood centre, keeping the learning environment structured and monitored.

CLHL Educators
This option offers at-home sessions led by a KHDA-registered teacher. Sessions can be one-on-one or for siblings, making it a more personalised alternative during distance learning periods.
Only during mandated distance learning
KHDA has clarified that these services are strictly limited to officially mandated distance learning periods. They are not intended to replace traditional nurseries or operate as permanent alternatives, but rather as contingency measures.
